Chen Wukui, Chairman and Chief Engineer of Touri New Energy, has been engaged in technology research and development for 23 years and has successively undertaken national-level projects of seven ministries and commissions including the Ministry of Science and Technology, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Construction, the Ministry of Commerce, the Ministry of Finance, and the Development and Reform Commission.
